Examiners don’t just ask who got appointed. They ask which law applies, which article is used, and what changed because of it. So here is the September 2026 roundup, broken down by subject, with the legal reasoning attached.

1. Constitution and Law Updates

Tulu Gets Second Official Language Status in Coastal Karnataka

The Karnataka government has notified Tulu as a second official language in Dakshina Kannada and Udupi districts. It will be used for administrative work there.

Which article applies?

Article 345. It lets a State Legislature adopt any language used in the state (or Hindi) for official purposes.

The exam trap: Don’t mix this up with the Eighth Schedule.

  • Article 345 recognition is a state-level decision. It only affects administration inside that state.
  • Eighth Schedule inclusion needs Parliament to pass an amendment under Article 368.
  • The Eighth Schedule currently lists 22 languages (Articles 344(1) and 351).

Tulu speakers still want Eighth Schedule status. This notification doesn’t give them that.

Real-life example: Think of a school allowing a regional language in its own classrooms. That is Article 345. Getting the language added to the national syllabus is a whole different process. That is the Eighth Schedule.

New Chairperson at the National Commission for Safai Karamcharis (NCSK)

Bhagwat Prasad Makwana has taken charge as NCSK Chairperson.

Know the history:

  1. The NCSK began as a statutory body under the National Commission for Safai Karamcharis Act, 1993.
  2. The Act had a sunset clause, so it lapsed in February 2004.
  3. Today, the NCSK works as a non-statutory advisory body under the Ministry of Social Justice and Empowerment. Cabinet keeps extending its tenure through notifications.

Cases to quote in Mains:

  • Safai Karamchari Andolan v. Union of India (2014): The Supreme Court held the State accountable for sewer deaths and ordered financial compensation.
  • Dr. Balram Singh v. Union of India (2023): The Court reinforced the Manual Scavengers Act, 2013 and increased compensation.

Tip: Whenever you write about the NCSK, add these two cases. It shows the examiner you know the law, not just the news.

2. International Law and Global Governance

18th BRICS Summit, New Delhi

India hosted the summit. The theme was “Building for Resilience, Innovation, Cooperation and Sustainability.”

The leaders adopted the New Delhi Declaration. Its main focus areas:

  • Cross-border payments in local currencies
  • Digital Public Infrastructure (DPI) that works across member countries
  • Reform of Bretton Woods institutions (IMF and World Bank)

Leaders from the UK’s devolved governments signed a joint Memorandum of Understanding in Wales. It is called The Cardiff Pact.
